Early Head Start – Child Care Recruitment Specialist

Early Learning Ventures (ELV), a nonprofit organization, is focused on increasing access to high quality Early Care and Education (ECE) through a unique model of shared services that streamlines business functions and make managing a financially stable, high-quality business attainable. Working with a network of partners and through an web-based business platform, Early Learning Ventures is supporting providers to strengthen their businesses, save time and money, and, most importantly, offer quality care to more children.

Under the direction of the ELV staff, the Recruitment Specialist will be responsible for outreach and recruitment within the Child Care sector, executing service agreements, and supporting initial implementation of shared services. Incumbent will also participate in the standardized deployment of the ELV supports and services, maintain high quality customer service with Child Care Sector Clients, and build trusting relationships.

JOB RESPONSIBILITIES

  • Perform outreach to, and recruitment of, child care programs to participate in ELV’s shared services model
  • Execute service agreements with child care programs
  • Responsible for service agreement renewals
  • Provide technical support, advice and assistance to Early Learning Ventures community partners
  • Work within a team to devise and implement growth strategies to increase number of participating members and achieve set growth targets
  • Respond to inquiries from the community and provide information pertaining to recruitment, and outcomes of ELV shared services deployment and the ELV value proposition
  • Ensure adherence to federal, state and local laws, rules and regulations; including child care standards and licensing
  • Develop and maintain working relationships with community agencies and organizations to facilitate project activities
  • Formulate reports concerning such areas as work progress, costs and scheduling
  • Adhere to project objectives, policies, procedures and performance standards within boundaries of the foundation requirements and project specifications
  • Assesses ELV’s shared services model functionality and coordinates resources to enhance performance
  • Serve as a representative and spokesperson for Early Learning Ventures
  • Develop programs to create community awareness of service availability, including overseeing the development and implementation of a marketing plan to achieve set growth targets
  • Represent ELV in project meetings and attend strategy meetings
  • Ensure legal and financial compliance, including but not limited to, employment law, adequate liability coverage, safety rules and regulations, workers compensation insurance and others
  • Establish relationships with key policy, government, and business leaders
  • Perform other related duties, as assigned
  • Negotiate ECE partnerships to increase brand awareness and recruitment activities

Job Requirements

  • Bachelor’s degree required
  • 3-5 years’ experience in a sales environment with a successful track record
  • Previous experience working within the child care industry strongly preferred
  • Experience in business projects; strong operational focus
  • Demonstrated experience of strong relationship building capabilities
  • Knowledge of MS Office and Child Management Systems preferred
  • Possess sound technical skills
